Can people be cited for "junk" and old cars on their property?
Yes, cars must have a current inspection sticker and registration information according to New Kensington Ordinance. Contact the Code Enforcement Office or complete the "Silent Complaint Form" located on this Web site.
What are the restrictions on shrubs?
Shrubs are considered a "natural living fence" and must conform to the guidelines concerning "fence." Maximum height for front yards is 4 feet, maximum height for side and rear property is 6 feet.
What should we do if there are stray animals running loose?
Complaints and concerns regarding animals should be reported to the Police Department. You may also contact Animal Protectors if you suspect abuse. Dogs must be under control at all times. Is working on cars permitted on city streets or alleys?
Automobile repair is not permitted on city streets or alleys.
Is the City still pursuing a railway connection to Pittsburgh?
Yes, we are currently working on this with the City of Pittsburgh.
Has any thought been given to developing our area and the waterfront?
Yes, the Redevelopment Authority and the City of New Kensington have been working on such a development for a number of years now with some resistance from a few business owners.
The City of Arnold has undertaken numerous riverfront improvements. Those include expansion of Kennedy Riverside Park an additional block along the river. A floating public fishing pier has been installed and the walking trail that meanders through the park has been resurfaced. New lighting, trash receptacles, benches and tables have also been installed. Two pavilions have recently been renovated.
Pittsburgh is successful at attracting filmmakers. What can New Kensington and Arnold do to attract filmmakers?
We are contacted once a year by the Pittsburgh Film Office for an inventory of buildings and sites. They know of our interest.
Many areas of New Kensington and Arnold are historic in nature. Why are there no programs made available through RANK for preserving and restoring our historic structures?
Historical restoration programs are funded on the State and Federal levels. Often the property owner does not want a Historical Designation due to the obligations that the individual will incur. There are also many requirements for Historic Tax Credits.
How can we reduce the liens on demolished property?
If the property is not sold at a delinquent tax sale, it eventually will progress to a free and clear sale where the property is sold and the liens and back taxes are forgiven.
What about using demolished property as a way to increase the beauty and livability that will attract both businesses and residents?
Many locations where former dilapidated houses were, have been cleared, leveled and planted with grass. In Arnold we have planted a vegetable garden in such one location.
We need a community center for the children. Are there plans for a neighborhood community center?
Much effort has been made over the years to fund a community center, but we can't do it alone. Volunteers for ACTIVE (Adults and Children Together in Various Environments) and donations are sorely needed.
What can be done about absent landlords?
Arnold has adopted regulations requiring that all rental property must pass an inspection prior to a change in occupancy.
Do Police Officers patrol the City's parks?
In addition to patrolling all areas of the City, both Roosevelt and Riverside Parks are patrolled on a regular basis. Please help by observing curfew laws and ensure that your child is home by designated curfew times. Check with your local Police Department for more information.
